The mission of the Connecticut Insurance Department is consumer protection. The Department carries out its mission by enforcing state insurance laws to ensure policyholders are treated fairly, by providing assistance, outreach, and education to help consumers make sound choices, and by regulating the industry in a fair and consistent manner that fosters market competition for availability of insurance.

The State of Connecticut also has an Ethics Statement that outlines the code of ethics for all Insurance Department employees, but there are also rules for former state employees and contractors hired by the Insurance Department.

The State of Connecticut Insurance Department encourages consumers to file a complaint if they believe that the insurance company, broker, agent or adjuster failed to act in accordance with the insurance contract or Connecticut insurance laws and regulations.
